Daniele Elizaire is a monitoring, evaluation, and learning (MEL) specialist with more than 12 years of public-sector experience, including eight years specialized in designing and leading evidence-driven strategies across multilateral and civil society organizations, especially women’s rights organizations. With an MPA from the Middlebury Institute of International Studies, she brings deep technical expertise in mixed-methods research, program design, and data-informed decision-making.
Daniele's work spans over 30 countries, supporting partners across sectors such as gender equality, civic engagement, democracy and human rights, peacebuilding, and global education. Her portfolio includes leading MEL systems for complex, multimillion-dollar initiatives; managing multi-country evaluations; training civil society partners on results frameworks, data collection, and ethics; and producing knowledge products that inform strategy and policy. Fluent in English and Spanish and conversant in Haitian-Creole, she is experienced in stakeholder engagement across diverse cultural and political contexts.
